الكويت تحتل المركز الـ 3 عربياً والـ 50 عالمياً لمؤشر جهوزية الحكومة الالكترونية في 2010

احتلت حكومة الكويت الإلكترونية المركز الثالث على المستوى العربي والمركز الخمسين على المستوى العالمي لعام 2010، وذلك وفقًا لمؤشرات الأمم المتحدة. واستحقت الحكومة الإلكترونية الكويتية هذه المكانة بجدارة نظرًا لجهوزيتها وسرعة تنفيذ الخدمات الإلكترونية واستخدامها لأحدث تقنيات تكنولوجيا المعلومات لخدمة المواطنين والمقيمين والتفاعل معهم.

وهكذا تكون الكويت قد أحرزت تقدمًا كبيرًا مقارنة بعام 2008 بفارق سبعة مراكز من بين 185 حكومة إلكترونية على مستوى العالم.

تصدرت البحرين ترتيب الدول العربية فقد احتلت المركز الأول على المستوى العربي والمركز الثالث عشر على المستوى العالمي، وبذلك تكون الحكومة الإلكترونية البحرينية قد تقدمت بفارق تسعة وعشرين مركزًا. بينما جاءت الإمارات العربية المتحدة في المركز الثاني على المستوى العربي والمركز التاسع وأربعين عالميًا.

خلال حفل توقيع الاتفاقية بين البلدية والكهرباء

اجمع وزيرا الاشغال العامة والدولة لشؤون البلدية د. فاضل صفر والكهرباء والماء د. بدر الشريعان خلال حفل تدشين مشروع الربط الالكتروني وفك التشابك بين الوزارتين على ان هذا الربط سيقضي على التلاعب والتزوير والتجاوز على القوانين.
واكد صفر في كلمة القاها في الحفل الذي اقيم امس في البلدية بحضور وزير الكهرباء د. بدر الشريعان ومدير عام البلدية المهندس احمد الصبيح وعدد من قياديي الوزارتين ان الربط الالكتروني سيقضي على التلاعب في المعلومات ويدعم القرار الاداري والهندسي ويجنب الوزارتين ايصال التيار الكهربائي للمباني المخالفة.
وقال صفر ان الربط بين وزارتي البلدية والكهرباء في عملية ايصال التيار الكهربائي لمناطق السكن الخاص يهدف الى القضاء على استخدام المعاملات الورقية وتفعيل منظومة الحكومة الالكترونية، واصدار تراخيص التيار الكهربائي بصورة سريعة للتقليل من معاناة المراجعين، بالاضافة الى تقليص الدورة المستندية.
واضاف صفر ان الربط الآلي الاولي بين الوزارتين سيكون في اصدار التراخيص للسكن الخاص لتتبعه بعد ذلك المناطق الاستثمارية والتجارية، مؤكدا نجاح البلدية في اصدار الرخصة من خلال الحاسوب، بالاضافة الى انه سيكون هناك ربط في تسليم الحدود.
واعرب صفر عن شكره وتقديره لجميع المساهمين في انجاح هذا المشروع، سواء في جامعة الكويت او وزارتي الكهرباء والبلدية.

تلاعب وتزوير
ووصف وزير الكهرباء والماء د. بدر الشريعان مشروع الربط الالكتروني بانه بداية لتسهيل انجاز معاملات المواطنين والحد من عمليات التزوير والتجاوز على القانون، مؤكدا انه بعد اعتماد عملية اصدار التراخيص الكترونيا فانه لن يستطيع احد التجاوز على القانون وحتى لو كانت هناك اطراف متواطئة فانها لا تستطيع تمرير المخالفات لوجود جهات اخرى مرتبطة بالبرنامج.
وكشف الشريعان أن فكرة الربط بدأت منذ 8 أشهر في وزارة الكهرباء، حيث كانت هناك صعوبات عديدة في اجراءات ايصال التيار الكهربائي للمباني، وجزء منه كان مرتبطاً في البلدية وآخر في وزارة الكهرباء. ولذلك أرتأينا تكامل الدور بين الوزارتين من خلال التعاون بينهما وجامعة الكويت للخروج بمثل هذا الربط.
وأكد الشريعان أن مشروع الربط الالكتروني سيعود بالنفع على المستهلك، منوهاً بأن وزارة الكهرباء ستقوم بربط تحصيل رسومها بالوزارات الأخرى بحيث ان من يقوم بتسوية أي رسوم عليه لاحدى الوزارت فإنه ملزم بتسوية الرسوم المسجلة عليه في وزارة الكهرباء.

فوائد المشروع
وبين نائب المدير العام لشؤون التطوير في البلدية المهندس أحمد المنفوحي أن الكثير من الجهات تفعل أدوارها على حساب البلدية في قضية ايصال التيار الكهربائي، ويصبح لدى المراجع احساس بأن التعطيل من البلدية رغم أنه قد يكون من جهات أخرى، ولذلك قمنا بعمل دراسة للربط.
وأكد المنفوحي أن عملية الربط الالكتروني بين وزارتي البلدية والكهرباء ستقلص الدورة المستندية حوالي 30 في المائة لمناطق السكن الخاص و50 في المائة للمباني الاستثمارية والتجارية، مشيراً الى أن هناك فوائد عديدة لهذا المشروع منها القضاء على التزوير، وخصوصاً أننا اكتشفنا وجود شبكات من المزورين يستغلون تضارب الاجراءات بين الوزارات، وهذا البرنامج سيقضي على الاشكالية التي كانت موجودة سابقاً.

خطوة أولى
وأعرب الوكيل المساعد لشؤون التخطيط في وزارة الكهرباء والماء د. مشعان العتيبي عن سعادته بالبدء في هذا المشروع بخطواته الأولى، متمنياً تطبيقه فعلياً في القريب العاجل. وأكد أن هذا المشروع سيعمل على توفير الطاقة والتكامل الذي سيحصل بين وزارتي البلدية والكهرباء.
وقدم د. عادل الملا من جامعة الكويت شكره وتقديره لوزير الكهرباء د.بدر الشريعان على ثقته بالكوادر الوطنية في جامعة الكويت بعمل مثل هذا البرنامج، مؤكداً أن الجامعة تعمل على تنفيذ خطط واستراتيجيات الوزارات على أرض الواقع.

تقليل الجهد
وعدد د. عايد سلمان من كلية الهندسة والبترول في جامعة الكويت الفوائد الاضافية للمشروع في توفير خدمات أكثر فعالية من خلال تقليل جهد المواطنين وسرعة استرجاع المعاملات والوقوف على حالاتها وفك التشابك في الاجراءات والحد من ضياع الأوراق الرسمية والتغيير فيها ودعم القرار بالادارة العليا وقياس الأداء المؤسسي.

العلاقات بين السلطتين
أوضح الشريعان في رده على سؤال حول العلاقة بين السلطتين «ان الدستور كفيل بحماية هذه العلاقة والاساس هو التعاون».

الصبيح: الخدمات الإلكترونية تقضي على الفساد
اكد مدير عام البلدية المهندس احمد الصبيح أن الخدمات الالكترونية تساهم بنسبة 100 في المائة في القضاء على الفساد.
وقال الصبيح في تصريح صحفي بعد حفل تدشين الربط الالي بين وزارتي البلدية والكهرباء ان المشروع يعتمد على «كودات» حفظ الاستهلاك للوقاية من الضغط على الحمل الكهربائي.
واكد الصبيح استعداد البلدية للتعاون مع كل الوزارات والمؤسسات من اجل تطوير العمل والتسهيل على المراجعين.

جهازا «البصمة والقارئ» يؤخران البطاقة الذكية

الكويت جاهزة وتنتظر رد السعودية

على الرغم من جهوزية معظم دول مجلس التعاون لدول الخليج العربية لاصدار البطاقة الذكية بما فيها الكويت الا ان الامور في تنفيذ المشروع تسير ببطء بسبب عدم تركيب جهازي قارئ البطاقة والبصمة مما يشير الى ان المشروع عاد الى المربع الاول.

في غضون ذلك تنتظر الكويت رد المملكة العربية السعودية بشأن جهوزية المملكة لتنفيذ عملية التنقل بين البلدين بالبطاقة الذكية.

وان جاءت هذه الردود بالموافقة فإن معظم دول المنطقة غير جاهزة ولم تركب جهازي القارئ والبصمة في منافذها البرية أو ما يساعد في الكشف عن هوية حامل البطاقة واعطاء المعلومات الكاملة عنه.

واذا ما افترضنا جدلا جهوزية هذه الدول في تركيب الاجهزة فلا شك ان هناك امورا فنية تتعلق في كيفية الربط بين دول المنطقة ستستغرق وقتا كبيرا تعكف الجهات الامنية في المنطقة على ايجاد الحلول الملائمة لها ليتسنى تطبيق المشروع بأسرع وقت.

ومن المفيد الاشارة الى ان البطاقة الذكية ستكشف عن مزدوجي الجنسية اولا وثانيا عن المطلوبين امنيا كون العمل في هذين الجهازين يتطلب وجود بصمة الشخص وقراءة بيانات البطاقة الذكية التي يحملها.

أكد مدير عام الهيئة العامة للمعلومات المدنية مساعد العسعوسي انه بعد اعتماد الرقم السري للهيئة والذي تم تطبيقه مع وزارة المالية والتأمينات الاجتماعية، قامت الهيئة بإنجاز مشروع التصديق والتوقيع الالكتروني والذي يعد مطلبا أساسيا وجزءا حيويا من البنية التحتية لمشاريع الحكومة الالكترونية، موضحا ان مشروع التصديق والتوقيع الالكتروني يغطي متطلبات الجهات الحكومية بالاضافة الى امكانية استفادة القطاع الخاص من هذه التقنية كالبنوك وغيرها من المؤسسات الخاصة. ولفت العسعوسي الى انه من خلال هذا المشروع يستطيع المواطن تعريف نفسه للجهات الحكومية المقدمة للخدمات الالكترونية عبر الانترنت، وفي الوقت نفسه تتحقق هذه الجهات من هوية المتعامل معها عن طريق الجهاز القارئ للبطاقة، وهو جهاز بسيط رخيص الثمن متوافر بالاسواق ويتميز بإمكانية توصيله بأي حاسب شخصي، لافتا الى ان استخدام البطاقة الذكية يوفر سرية تداول البيانات بشكل كامل والتعامل الآمن على الشبكة العالمية للمعلومات «الانترنت» من خلال ما يسمى بالبنية التحتية لمفتاح التشفير العام (PKI) والذي يمكن من خلاله دعم الخدمات الثلاث التالية:

ـ خدمة التحقق الكامل من الفرد وتأكيد هويته من خلال ما يسمى بالشهادات الرقمية، وقد اعتمدت الهيئة في اصدار هذه الشهادة وتصديقها على واحدة من اكبر الشركات العالمية المقدمة لهذه الخدمة والتي من خلالها يتم على مستوى العالم أجمع تأمين التعامل مع الآلاف من المواقع الالكترونية التي تتطلب تأمينا وحماية عالية للغاية مثل: مواقع البنوك والمؤسسات المالية ومواقع الاجهزة الحكومية بالدول المختلفة ومواقع التجارة الالكترونية وغير ذلك من المواقع.

ـ خدمة اكساب الثقة للرسائل والبيانات المتداولة على المواقع الالكترونية المختلفة من خلال ما يعرف بعمليات التشفير، بما لا يسمح للغير بالاختراق لتلك البيانات أو العبث بها أو تزويرها على غير الحقيقة والواقع.

ـ خدمة ما يعرف باسم «التوقيع الالكتروني» والتي لا يستطيع فيها الفرد التنصل من التزامه خلال المحرر الالكتروني بما اتفق عليه مع الغير على تنفيذه أو اقراره، مثل: أوامر الدفع أو العقود أو الاقرارات الضريبية وغير ذلك من الالتزامات والتي يكون لها بهذه الحالة الحجية القانونية الكاملة. وأشار مدير عام الهيئة العامة للمعلومات المدنية الى انه حرصا من الهيئة على مواكبة كل ما هو جديد، ومن منطلق التنمية المستدامة لكوادرها قد ابتعثت فريق عمل فني متكامل لولاية كاليفورنيا بالولايات المتحدة الاميركية برئاسة طارق الراشد وعضوية كل من ناصر العتيبي وخالد الصلال للاطلاع على احدث المستجدات في هذا المجال، مشددا على ان الهيئة تقوم الآن بإعداد ما يلزم لربط هذه الخدمة بموقع الحكومة الالكترونية.

كتبت مرفت عبدالدايم: شاركت الهيئة العامة للمعلومات المدنية في الاجتماع السادس للجنة التوجيهية للبطاقة الذكية بدول مجلس التعاون الخليجي والذي عقد في مقر الأمانة العامة بالرياض وبمشاركة جميع الدول الاعضاء والأمانة.

وعقب عودته الى البلاد وصف مدير عام الهيئة العامة للمعلومات المدنية ورئيس الوفد الكويتي مساعد العسعوسي الاجتماع بالمثمر وانه خرج بعدد من التوصيات التي سيكون لها بالغ الأثر في تعزيز العلاقات والتعاون بين مختلف دول مجلس التعاون، مشيرا الى ان الهيئة حريصة على المشاركة في اجتماعات الأمانة العامة وتبادل الخبرات والمشورة مع مختلف دول مجلس التعاون واعضاء الأمانة العامة.

وقال: إن الكويت ممثلة في الهيئة العامة للمعلومات المدنية أحدثت طفرة كبيرة في مجال تطبيق تقنية البطاقة الذكية من خلال تصميم فريد نابع من التراث الكويتي ومواصفات امنية متميزة وتقنية عالية تكافح التزوير كانت محط اعجاب الوفود المشاركة، موضحا انه بناء على طلب بعض الاعضاء ستقوم الكويت بتزويدهم بنسخة من العرض الفني الخاص بمواصفات البطاقة المدنية الذكية الفنية والامنية للاستفادة منها.

واشار الى ان الكويت عرضت على الحضور برنامج القراءة ونماذج البطاقة المدنية المقروءة آليا والذي تم تزويد الاعضاء بنسخة منه وذلك للعمل على توزيعه على منافذ الدول الاعضاء، مثنيا على جهود مملكة البحرين في اضافة البطاقة الذكية للكويت الى برنامج القراءة الموحد (COMMON API).

Intercede confirms national ID project in Kuwait

London, UK-based Intercede confirms that its MyID identity and credential management system (IDCMS) has been selected by the Kuwaiti Public Authority for Civil Information (PACI), the government authority responsible for the ID issuance selects, to issue and manage ID cards for more than the country’s three million citizens and visa holders.

The company’s confirmation follows its previous announcement, last December, that an unnamed country in the region had ordered its technology.

Intercede is providing the MyID IDCMS solution through its partner in Kuwait, Diyar United Company, the system integrator and a regional information and communication technology specialist, working under the umbrella of Mohamed Abdul Mohsen Al-Kharafi, the prime contractor.

The Kuwait national identity card became operational in June 2009. The company reports that its system has recently entered full production and the first 35,000 cards have been issued, with more than one million citizens qualifying to receive a card in the coming months.

The Kuwaiti Public Authority for Civil Information (PACI), the government organization responsible for the ID issuance for the population of Kuwait, chose the VeriSign® National Public Key Infrastructure (PKI) Platform to enable the new effort to provide ID cards to more than three million citizens and visa holders. VeriSign is providing the PKI solution through VeriSign’s partner and reseller in Kuwait Diyar United Company (DUC), a regional information and communication technology leader, under the umbrella of Mohamed Abdul Mohsen Al-Kharafi (MAK), the prime contractor and a world renowned organization.

The in-premise VeriSign National PKI Platform gives governments like Kuwait’s a trusted identity infrastructure that empowers citizens to transact electronically for government and commercial services. PKI plays a critical role in e-government by allowing countries to leverage authentication, encryption, and digital signature technologies when issuing identity certificates, business certificates, and device certificates. The trust enabled by these certificates helps Kuwaiti government agencies streamline operations, minimize the risk of fraud and waste, as well as disseminate information more easily and securely.

Kuwait’s National ID Card program leverages the VeriSign® Certificate Lifecycle Platform (CLP), which provides the same rich functionality and robust architecture that VeriSign employs for the thousands of customers that use its VeriSign® Managed PKI Services. Meanwhile, Kuwait retains full control of the program, since all components — Certificate Authorities as well as data — are kept in-country.

The VeriSign National PKI and CLP platforms integrate with DUC’s National Identity System. The DUC solution provides a framework that enables governments to integrate the latest technologies of secure ID production with mainframe and legacy applications. The framework allows governments to provide citizens and residents with secure identity documents in a single integrated transaction that adheres to the business and security rules on the legacy system, while supporting all rules defined in the National Identity System solution.

Gemalto To Provide 3 Million Identity Cards In Kuwait

Amsterdam, November 2, 2009 ” Gemalto, the world leader in digital security, today announced it is delivering national ID cards to Kuwait, as part of the government program commissioned by the country’s Public Authority For Civil Information. Al-Kharafi, an international private Kuwait-based company, is prime contractor for this nationwide program. The agreement appoints Gemalto to deliver electronic multi-application ID cards for citizens embedding contact and contactless smart card technologies, as well as plastic cards for foreign residents that implement highly secure printing features. In addition, Gemalto provides support and training services, project management, as well as smart card related software. Citizen card rollout started in June 2009 and resident cards will be deployed in the coming months. The national ID card is compulsory for all inhabitants of Kuwait.

Kuwait determined to deploy this national ID card in order to comply with the Gulf Cooperation Council (GCC) regulation designed to allow citizens of all GCC countries to travel freely between member states. This card will serve as the official ID document for Kuwaiti citizens and will also be used as a travel document in the GCC region.

The Gemalto contactless technology built in the card increases speed, convenience and security of identity verification at border crossings. In the future, the contact functionality will allow cardholders to access e-government services and perform transactions in a simple and secure manner. Foreign residents will use their card as their national ID document within the Kuwaiti territory. In the second phase, it could be upgraded to a microprocessor card.

“For PACI, it was important to fully utilize the region’s most established population registry and provide citizens with a secure travel document and convenient platform for additional services,” commented Musaed Al-Assoussi, Director General, PACI.

Kuwait’s National ID Card program leverages the VeriSign® Certificate Lifecycle Platform (CLP), which provides the same rich functionality and robust architecture that VeriSign employs for the thousands of customers that use its VeriSign® Managed PKI Services. Meanwhile, Kuwait retains full control of the program, since all components — Certificate Authorities as well as data — are kept in-country.
