قال المدير العام للهيئة العامة للمعلومات المدنية فيصل الشايجى ان مشروع البطاقة الذكية والتحول الى استخدام هذه البطاقة كهوية موحدة لمواطنى دول مجلس التعاون الخليجى هو تنفيذ لما اوصى به قادة هذه الدول فى اللقاء التشاورى السادس الذى اقيم فى جدة فى مايو الماضى .

واضاف الشايجى فى اجتماع تمهيدي دعت له الهيئية 85 ممثلا لجهات متعددة حكومية وخاصة للتعريف بالمشروع وتبادل الآراء حوله ، ان التنسيق ضروري مع الجهات التى يعنيها الأمر والتى ستستخدم البطاقات فى مجالات عملها ومنها البنوك موضحا ان الهيئة طلبت تزويدها بتصورات تلك الجهات ورغباتها فى كيفية الاستفادة من البطاقة الذكية حسب الرؤية الخاصة لكل جهة وبما يتلاءم مع خصوصيتها فى خدمة عملائها للمساهمة فى انجاز المشروع المفيد لحياة الناس والذى يعد تطبيقا عمليا لطموحات الحكومة نحو تطبيق مفهوم الحكومة الإلكترونية ، مؤكدا ان اخر موعد لتقديم تصورات الجهات حول المشروع هو نهاية العام الجارى .

وبين الشايجى بانه ستكون هناك مفاضلة ودراسة لمن سيعطى اولوية من الجهات والمؤسسات والوزارات من الشريحة الإلكترونية على البطاقة موضحا انه اذا كانت تمس عددا قليلا من الناس فلن يكون من المجدي إضافتها حيث ان التحول للبطاقة الذكية له كلفة ولذلك تمت مخاطبة الجهات ذات الصلة بما فيها البنوك مما يبرر الكلفة بالإضافة لفائدة عملية خاصة بالمستفيد بعدم حمل الكثير من البطاقات واقتصار ذلك على بطاقة واحدة صادرة من جهة واحدة وهى المختصة قانونا باثيات شخصيته مما يضفي على البطاقة قوة إثبات قانونية عند الاستفادة من الخدمات الموجودة بالشريحة الإلكترونية وستعمل البطاقة بشكل كبير على تفعيل مفاهيم الحكومة الإلكترونية وتمهد للتحول الى التعاملات الإلكترونية عبر الانترنت او عبر الوسائل التقنية الاخرى بحيث تحد من التداول للوثائق والورق وتقلص التردد على الجهات الحكومية وغير الحكومية .

وذكر الشايجى فى معرض رده على أسئلة المشاركين بان التحول للبطاقة الذكية سيتم فى حدود سنتين كما بين إمكانية اضافة البيانات باللغة الإنكليزية فى حال الرغبة باستخدامه فى البلاد غير الناطقة بالعربية .

وابدى الشايجى ترحيبه بربط بيانات اى جهة ببيانات الهيئة اذا رغبت بذلك موضحا الان الاصل مسؤولية كل جهة عن بياناتها ودور الهيئة فى هذا المشروع يتمثل فى ادارته .

وقال الشايجى ان هناك تطويرا هائلا وسريعا فى تكنولوجيا المعلومات والاتصالات والحاسبات وغيره حيث تجرى تجارب فى بعض الشركات الدولية على اضافة لاقط ( انتينا ) على البطاقات الذكية بحيث يسمح ذلك بتحديث بيانات البطاقة الذكية عن بعد وبين مثالا لذلك لاستخدام حيث انه من الممكن تسجيل بيانات مخالفة مرورية لتجاوز الاشارة الحمراء عن طريق التقاط رقم السيارة بالكاميرا الموجودة عند الادارة ثم ارسال هذا الرقم الى قاعد بيانات الداخلية ” سجل تسجيل المركبات ” لمعرفة الرقم المدني لصاحب المركبة ثم ارسال هذه المعلومات عن طريق ” الستلايت ” الى البطاقة الذكية لتسجيل او دفع الغرامة وهذا هو مثال على تطور العلم والتكنولوجيا الذى يجب ان نكون نحن جاهزين لاستقباله .

امر مدير ادارة الحاسب الالى فى الهيئة مساعد العسعوسى فقام بشرح ملامح المشروع حيث ذكر ان مشروع البطاقة الذكية يعد من اكبر المشاريع للهيئة من حيث التقنية ومن حيث الحاجة للتنسيق مع الجهات الاخرى موضحا ان الهيئة قد بدأت التفكير بالمشروع منذ 5 سنوات الا ان قرار مجلس التعاون دفع بالفكرة وبناء عليه استنفرت الهيئة كوادرها الفنية لوضع الاطار والحد الأدنى من المواصفات الفنية لقائدة مراكز الحدود وفور الانتهاء من تلك المرحلة بدأ التنسيق مع الجهات المستفيدة وإرسال كتب لتلك الجهات مما أثمرعن هذا اللقاء التمهيدي وسيستمر تلقى الطلبات حتى 31 ديسمبر لتوضيح كل جهة للوصف التفصيلي لكل تطبيق وتحديد السعة المطلوبة وحجز الذاكرة المطلوبة لكل تطبيق موضحا ان كل جهة مسؤولة عما يخصها من المشروع وبناء على تطبيق هذا المشروع ستكون هذه البطاقة وسيلة لتسهيل تنقل المواطنين بين الدول الأعضاء من مجلس التعاون حيث يعبر المواطنون علة بوابات اليه دون المرور على موظفي الجوازات ” مطبقة حاليا فى دبي ” وتستعمل كذلك فى الاستخدامات الإلكترونية الداخلية لكل من هذه الدول .

ذياب استعرض النظام الإلكتروني في الانتخابات الطلابية: لن يُطبق إلا على الجمعيات والروابط

قال عميد شؤون الطلبة في جامعة الكويت الدكتور عبدالرحيم ذياب أن فكرة التصويت والفرز الإلكتروني لن تطبق في حال الموافقة عليها إلا على انتخابات الجمعيات والروابط الطلابية دون اتحاد الطلبة، مشيرا إلى أنها فكرة نابعة من الإدارة الجامعية من أجل استخدام التقنية الحديثة وتكنولوجيا العصر في الانتخابات.
جاء ذلك خلال اجتماع عقدته العمادة لعرض تجربة استخدام النظام الإلكتروني للانتخابات الطلابية للعام الجامعي 2009 / 2010 بحضور مدير جامعة الكويت الدكتور عبد الله الفهيد وأمين عام جامعة الكويت الدكتور أنور اليتامى ورئيس جمعية المهندسين الكويتية المهندس طلال القحطاني وممثلي الجموع الطلابية ورؤساء الجمعيات والروابط العلمية.
وبيّن ذياب أن هناك أسئلة كثيرة وتخوفات عديدة قد تحوم حول الفكرة، مؤكدا أن التجربة التي تم تنظيمها اليوم هي للعرض فقط ولن يتم تطبيقها إلا في حال موافقة الإدارة الجامعية من حيث الميزانية ونحوها، وموافقة الجمعيات والروابط والقوائم الطلابية في حال ارتياحها للفكرة، متقدما بالشكر لجمعية المهندسين الكويتية ممثلة برئيسها طلال القحطاني والتي قدمت المساعدة والعون التقني والتكنولوجي لإقامة هذه الفكرة والتجربة حيث لم يكن الوقت سانحا مع الاستعجال للاستعانة بطلبة الهندسة بالجامعة أو مركز نظم المعلومات بالجامعة.
وقال ذياب ان الهدف من هذه الفكرة هو مواكبة التقنيات الحديثة من اجل اختصار الوقت في إعلان النتائج لتكون نسبة الأخطاء صفرا في هذا المضمار، مردفا أن الفكرة لا يشترط أن تطبق في انتخابات هذا العام ولا يوجد ما يمنع من تأجيل تطبيقها للعام الذي يليه بعد خضوعها للدراسة والإجابة عن كل الاستفسارات والصعوبات التي من الطبيعي أن ترد في شأنها بعد تجريبها مع الطلبة ورؤية الصعوبات العملية حتى لو تمت تجربتها في كليات صغيرة نوعا.
ومن جانبه، أشاد رئيس جمعية المهندسين طلال القحطاني بالجهود المبذولة من جامعة الكويت مبينا انه يجب ان يكون النظام الإلكتروني المطبق متفقا مع النظم واللوائح الجامعية المعمول بها في الجامعة إضافة الى انه يجب ان يكون هناك بديلا للتصويت في حال حدث خطأ في النظام حيث من الممكن أن يكون التصويت ورقيا كالذي جرت عليه العادة الامر الذي اكده عميد الشؤون الطلابية.
وأشار القحطاني إلى أن نتائج فرز الأصوات وظهور نتائج الانتخابات ستكون أمرا في غاية السهولة وبشكل فوري ايضا ومن الممكن تحديد الفائزين بشكل سريع جدا، مبينا انه تمت إزالة عنصري الوقت والتاريخ في النظام لعدم الالتزام به في حال التغير مبينا أن الجمعية نفسها قد طبقت الفكرة تحت إشراف وزارة الشؤون في عام 2005.
وبدوره قام المهندس صالح المطيري من جمعية المهندسين الكويتية بشرح فكرة التصويت والفرز اليدوي بشكل عملي، وجعل أعضاء القوائم الطلابية والجمعيات والروابط يقومون بعملية اقتراع صورية بمشاركة رجال الصحافة، مبينا أن هناك بطاقة توجد عليها رموز كتلك المستخدمة في البطاقة المدنية يمسحها الطالب على الجهاز وتنتهي صلاحيتها بمجرد التصويت لئلا يعاد التصويت بواسطتها مرة أخرى، موضحا أن الطالب يستطيع التصويت بشكل ملتزم مع إحدى القوائم أو بشكل مفرق لكل مرشح على حدة، كما يستطيع الطالب بعد دخوله ان يختار خيار الامتناع من شاشة التصويت، ويستطيع التراجع عن خياراته والتعديل قبل طباعة الورقة التي تتم طباعتها في كل الأحوال ليتأكد الطالب من مطابقتها لما اختار ثم يودع ورقته داخل الصندوق الذي تتم الاستفادة منه في حال الطعون أو حدوث اي طارئ في عملية الفرز الإلكتروني دون إخلال بمبدأ سرية التصويت، حيث لا تظهر بيانات الطالب وإنما فقط ما تم اختياره من مرشحين.

Dubai: A black box system that will soon be ready for installation in vehicles could help reduce traffic accidents and provide concrete evidence of responsibility.

The system, which includes a video capturing system and data analysis software, will be available on the market in mid-March according to the manufacturers, Sindan Electrical Trading (SET).

The company, which specialises in automotive safety devices and communication equipment, says it has introduced a number of products that could contribute to reducing accidents, especially those due to reckless driving.

Ra’ed Abu Sharkh, SET’s General Manager, said the “Black Box” captures crucial accident data at the moment of crash by recording accident images and vehicle acceleration data 14 seconds before a collision and for six seconds after impact.

He said the device has two components, a video capturing device that records second by second details of what took place before and after an accident, and the data analysis software.

“The black box, which is placed at the windshield of a car, starts shooting from the minute the car is switched on. It keeps shooting video as long as the car is moving, but does not record data, except if there is a collision,” Abu Sharkh explained.

He said the video has smart sensor capabilities only activated upon impact, collision or sudden braking.

“The data recorded on the black box can be downloaded on a computer through a USB cable, and an advanced computer software analyses the data and displays the captured video as well as the acceleration graphic,” Abu Sharkh said.

If a driver witnesses an accident in front of him, he can press the manual recording button, as the camera would have already recorded the 14 seconds before the accident and will record six seconds after the accident.

“The black box system can be installed on all types of vehicles, including public transport and taxis. I believe it will encourage those motorists, especially to abide by safety rules because they will feel they are monitored and their companies will be able to tell if they were at fault in a traffic accident,” Abu Sharkh said.

He said the company will get in touch with Dubai Traffic Prosecution and police, as the system helps to establish who is responsible for an accident. The system will cost approximately Dh1,500.

Another system offered by the company is the driving agent Roadscope Plus, which alerts drivers to the position of their vehicle in relation to roadside markings and helps them recover the centre of the road.

This is a very nice device which also has manual recording. Most of the aggressive drivers can be caught with this because there are no cameras that record aggressive driving. But the price of this device should be lowered much further if people should start buying it.

Great! Another creative solution to cut down on every day traffic horrors in the UAE. Personally I think this solution is very primitive as there are many ways to disable the system or prevent it from working properly. I believe that the focus should be more on producing tougher laws for issuing driving licenses, on the spot fining as well for all speedy and reckless drivers.

الهيئة العامة للمعلومات المدنية تتسلم دفعة من البطاقات الذكية

الكويت – 28 – 2 (كونا) — اعلن مدير عام الهيئة العامة للمعلومات المدنية مساعد العسعوسي ان الهيئة تسلمت اليوم دفعة من البطاقات الذكية والغلاف البلاستيكي الشفاف لها وبعض اجهزة للخدمة وبرامج للتشغيل.
وقال العسعوسي ان عملية التسليم تأتي تنفيذا لبنود العقد الذي وقعته الهيئة مع احدى الشركات المتخصصة لتنفيذ مشروع البطاقة الذكية ومن المنتظر قريبا أن تقوم الشركة بتوريد النسخة النهائية لنظام ادارة البطاقات الذكية اللازم لربط الطابعات والحاسب الرئيسي.
وكانت الشركة المعتمدة قامت يوم الثلاثاء الماضي بتسليم الهيئة جميع الطابعات المتفق عليها لتستخدم في طباعة البيانات بالبطاقة الذكية وتخزينها داخل الشريحة الألكترونية.

صرح الشيخ مشعل الجابر العبدالله الجابر الصباح وكيل وزارة الداخلية المساعد لشؤون تكنولوجيا المعلومات والاتصالات أن الإدارة العامة لنظم المعلومات وبالتنسيق مع شركات الهواتف المتنقلة ستقوم بإطلاق خدمة الرسائل القصيرة (SMS) حيث تمت دراسة الموضوع واخذ الموافقات بعد سنتين و8 شهور وهذه الخدمة سوف تخدم شرائح المجتمع المتعددة من الكويتيين والمقيمين الذين لهم علاقات في قواعد بيانات وزارة الداخلية حيث تم تحديد عدة خدمات الهدف منها إخطار المشترك بهذه الخدمات حتى لا تقع عليه المخالفات المادية عند نسيانه دفع التزاماته بما يخص المخالفات والمعاملات الخاصة بالوزارة

وقال سنقوم كذلك بزيادة هذه الخدمات تباعا والإعلان عنها من خلال شركات الهواتف المتنقلة وهم (زين – الوطنية – فيفا) من خلال التعاقد المباشر مع هذه الشركات وتعتبر هذه الخدمة اختيارية للراغبين في الحصول عليها، وسيتم إطلاق الخدمة تباعا حسب جاهزية كل شركة من شركات الهواتف تبعا لاستعداداتهم الفنية.

وأعرب عن أمله أن تفيد هذه الخدمة شرائح المجتمع من الكويتيين والمقيمين وسيتم إطلاق خدمات جديدة قريبا إن شاء الله.
