London, UK-based Intercede confirms that its MyID identity and credential management system (IDCMS) has been selected by the Kuwaiti Public Authority for Civil Information (PACI), the government authority responsible for the ID issuance selects, to issue and manage ID cards for more than the country’s three million citizens and visa holders.

The company’s confirmation follows its previous announcement, last December, that an unnamed country in the region had ordered its technology.

Intercede is providing the MyID IDCMS solution through its partner in Kuwait, Diyar United Company, the system integrator and a regional information and communication technology specialist, working under the umbrella of Mohamed Abdul Mohsen Al-Kharafi, the prime contractor.

The Kuwait national identity card became operational in June 2009. The company reports that its system has recently entered full production and the first 35,000 cards have been issued, with more than one million citizens qualifying to receive a card in the coming months.

In order to provide secure authentication, encryption and digital certificate technologies for its upcoming national ID program, the government of Kuwait recently signed on with VeriSign, a global provider of Internet network infrastructure.

The Kuwaiti Public Authority for Civil Information (PACI), the government organization responsible for the ID issuance for the population of Kuwait, chose the VeriSign® National Public Key Infrastructure (PKI) Platform to enable the new effort to provide ID cards to more than three million citizens and visa holders. VeriSign is providing the PKI solution through VeriSign’s partner and reseller in Kuwait Diyar United Company (DUC), a regional information and communication technology leader, under the umbrella of Mohamed Abdul Mohsen Al-Kharafi (MAK), the prime contractor and a world renowned organization.

The in-premise VeriSign National PKI Platform gives governments like Kuwait’s a trusted identity infrastructure that empowers citizens to transact electronically for government and commercial services. PKI plays a critical role in e-government by allowing countries to leverage authentication, encryption, and digital signature technologies when issuing identity certificates, business certificates, and device certificates. The trust enabled by these certificates helps Kuwaiti government agencies streamline operations, minimize the risk of fraud and waste, as well as disseminate information more easily and securely.

“The new Smart Card ID shall become a key enabler of online services in this age of expanding technology and the proliferation of internet-based services. The card shall provide the card holder with digital certificates enabling secure authentication, digital signature and encryption services. Paving the way to a more trustworthy and secure experience with diverse online services, especially E-Government and E-Commerce services. Thus, this National ID Card program will make it easier for our citizens to conduct business all while keeping their sensitive personal information safe and intact,” said Musaed Al-Asousi, PACI Director General, the State of Kuwait. “Partnering with key technology providers such as VeriSign, DUC and MAK therefore was a key aspect in realizing our project goals and objectives.”

Kuwait’s National ID Card program leverages the VeriSign® Certificate Lifecycle Platform (CLP), which provides the same rich functionality and robust architecture that VeriSign employs for the thousands of customers that use its VeriSign® Managed PKI Services. Meanwhile, Kuwait retains full control of the program, since all components — Certificate Authorities as well as data — are kept in-country.

The VeriSign National PKI and CLP platforms integrate with DUC’s National Identity System. The DUC solution provides a framework that enables governments to integrate the latest technologies of secure ID production with mainframe and legacy applications. The framework allows governments to provide citizens and residents with secure identity documents in a single integrated transaction that adheres to the business and security rules on the legacy system, while supporting all rules defined in the National Identity System solution.

“National ID Card programs are growing increasingly vital in this region of the world, and we’re proud to join with VeriSign to build trust and authentication into Kuwait’s National ID Card program,” said Mohamed Mahfouz, Senior Project Manager at DUC. “VeriSign, as a world leader in providing PKI solutions, has provided us with a full featured system as well as excellent PKI knowledge transfer. In addition, VeriSign has partnered with us in all phases of the project, assuring the solution will achieve the planned goals and objectives. For DUC and the government of Kuwait, those unique advantages will help ensure a successful National ID Card implementation.”

“The government of Kuwait recognizes the importance and mission critical nature of a National PKI Program in today’s digital society, and we’re proud to provide the platform to ensure that Kuwait’s program is reliable, trusted, secure and easy for citizens to use,” said Phil D’Angio, Director of Business Development at VeriSign. “Working with DUC we were able to implement the PKI policies, Certificate Authority (CA) hierarchies, integrate with a Card Management System (CMS), and conduct the necessary training and knowledge transfer to successfully deliver the National ID Card certificates in less than two months. VeriSign’s National PKI Platform is designed to streamline delivery of the technology and bring PKI expertise to projects without overcomplicating and confusing its partners and customers. This project is a great example of how the program’s maturity and simplicity enables governments to implement PKI at the national level on-time and on-budget.”

National ID cardcomplies with Gulf Cooperation Council regulation designed to allow citizens of all GCC countries to travel freely between member states
Nov 06, 2009 | 04:27 PM

Amsterdam, November 2, 2009 ” Gemalto, the world leader in digital security, today announced it is delivering national ID cards to Kuwait, as part of the government program commissioned by the country’s Public Authority For Civil Information. Al-Kharafi, an international private Kuwait-based company, is prime contractor for this nationwide program. The agreement appoints Gemalto to deliver electronic multi-application ID cards for citizens embedding contact and contactless smart card technologies, as well as plastic cards for foreign residents that implement highly secure printing features. In addition, Gemalto provides support and training services, project management, as well as smart card related software. Citizen card rollout started in June 2009 and resident cards will be deployed in the coming months. The national ID card is compulsory for all inhabitants of Kuwait.

Kuwait determined to deploy this national ID card in order to comply with the Gulf Cooperation Council (GCC) regulation designed to allow citizens of all GCC countries to travel freely between member states. This card will serve as the official ID document for Kuwaiti citizens and will also be used as a travel document in the GCC region.

The Gemalto contactless technology built in the card increases speed, convenience and security of identity verification at border crossings. In the future, the contact functionality will allow cardholders to access e-government services and perform transactions in a simple and secure manner. Foreign residents will use their card as their national ID document within the Kuwaiti territory. In the second phase, it could be upgraded to a microprocessor card.

“For PACI, it was important to fully utilize the region’s most established population registry and provide citizens with a secure travel document and convenient platform for additional services,” commented Musaed Al-Assoussi, Director General, PACI.

“PACI has always been a pioneer in recording and managing population information and with the new smart card, they are entering a new era: Security in identifying the cardholder and convenience when crossing borders,” added Jacques Seneca, executive vice-president of the Security Business Unit at Gemalto.

LONDON — 10/07/09 — With Kuwait setting its sights on launching a National ID Card program, the country’s government has selected VeriSign, Inc. (www.verisign.com) (NASDAQ: VRSN), the leading provider of Internet infrastructure for the networked world, to provide the secure authentication, encryption and digital certificate technologies needed to underpin the new program.

Since 1995, VeriSign has issued and managed tens of millions of PKI certificates for thousands of customers throughout the world, primarily through its managed services offerings. The scalable and extensible VeriSign National PKI Platform builds on those implementations to provide a robust, comprehensive solution for national PKI deployments in-country rather than through its managed service. Governments can manage their own certificates, with end-to-end control over millions of end user digital certificates on a global scale. VeriSign also supports easy, rapid deployment of PKI applications and strong authentication using smart cards across major Web browsers and platforms — an advantage for governments aiming to simplify high-volume delivery of PKI digital certificates and applications via the latest generation of smart cards. The solution also is designed to make it easy for Kuwait and other governments to deploy today and to expand their use of PKI, adding new devices and services without having to redesign their PKI architecture. The Public Authority for Civil Information (PACI), the Kuwaiti government authority responsible for the ID issuance for the population of Kuwait, chose the Intercede MyID® Identity and Credential Management System (IDCMS) to enable PACI’s effort to provide ID cards to more than 3 million citizens and visa holders. Intercede is providing MyID IDCMS solution through Intercede partner in Kuwait Diyar United Company (DUC), the system integrator and a regional information and communication technology leader, under the umbrella of Mohamed Abdul Mohsen Al-Kharafi (MAK), the prime contractor and a world renowned organization.

The Kuwait National Identity card became operational on 21 June 2009 when Mr. Musaed Al-Asousi, Director General of the Public Authority for Civil Information (PACI), handed the first Kuwaiti Smart ID card to His Highness the Amir of Kuwait. The system has recently entered full production and the first 35,000 cards have already been successfully issued and more than 1 million citizens will qualify to receive a card in the coming months.

During the week of 5 October 2009, Intercede’s Chairman and Chief Executive, Richard Parris, was honoured to host a visit by representatives from PACI and DUC to its UK headquarters to confirm the final acceptance of the project and to plan an expansion of the previously agreed system.

The Kuwaiti National ID card is a multi-application smart card with biometrics that is fully personalised and managed using Intercede’s MyID in accordance with ICAO and GlobalPlatform standards. It carries a Civil ID application for PACI, an ID application for the Ministry of Interior (MOI), applications for border control and digital certificates. The system is housed in a secure PACI facility in Kuwait City and cards are issued using custom built delivery machines.

Throughout this project Intercede was contracted to DIYAR United Company and worked in partnership with VeriSign and HID Global to deliver a comprehensive solution. Thanks to the collaboration of all parties, the whole system was designed, built and implemented against a very aggressive time schedule and within a very carefully controlled budget.

Mr. Musaed Al-Asousi, Director General of PACI, said, “Intercede has helped Kuwait build one of the most advanced and sophisticated national identity card systems in the Gulf region. The selection of the Intercede MyID management system enabled PACI to deliver a national identity card within time and budget to the citizens of Kuwait. I thank Intercede’s staff for their professionalism and recommend Intercede’s MyID for other national identity card projects. I look forward to working with Intercede and its partners to further expand the size and capability of the Kuwait system”.

Richard Parris, Chairman and Chief Executive of Intercede, said, “By implementing Intercede MyID at the core of its national identity card system, PACI has enabled a world-class infrastructure that is a model for other countries wanting to deploy identity cards as a means of facilitating enhanced public services to citizens. Along with our partner VeriSign, Intercede is proud to have worked with the highly experienced PACI team through its integration partner, DIYAR, to enable this success.”

Eyad Arab, Project Director of DIYAR, said, “Intercede MyID was a key component in enabling DIYAR to design and deliver the Kuwait National Identity Program using the most up-to-date standards based products and services. Kuwait now has a reference system for other countries seeking to deploy large scale public sector identity programs.”

Phil D’Angio, Director of Business Development for VeriSign EMEA, said, “The existing close integration between Intercede’s MyID and VeriSign’s PKI platform along with our long term working relationship with Intercede significantly reduced PACI’s project risks and enabled VeriSign to deliver a more cost effective service to the citizens of Kuwait. VeriSign is committed to working with Intercede, our joint customers and solution providers to develop and deliver a complete credentialing solution to support the growing National Identity Market around the world.”

Anthony Ball, senior vice president, Identity and Access Management (IAM), for HID Global, said, “This project has enabled PACI to take advantage of Intercede’s MyID to leverage the flexibility and cost-effectiveness of HID Global’s Fargo brand of desktop printers for national identity card projects. Together, we are working on a number of joint projects and look forward to enabling other large scale public sector deployments to benefit from the experience and joint technology deployed as part of the Kuwait project.”
