أحمد الفهد: البطاقة الذكية نقلة نوعية في التعامل مع التكنولوجيا وخطوة نحو توجه الدولة للمواطن الالكتروني

وقال الشيخ أحمد الفهد عقب تدشين مشروع توزيع البطاقة المدنية الذكية للمواطنين، ظهر أمس بمقر الهئية العامة للمعلومات المدنية، مشروع البطاقة المدنية الذكية «لاشك ان مشروع البطاقة المدنية الذكية يمثل نقلة نوعية في طريقة التعامل مع التكنولوجيا التي تساهم الى حد بعيد في تيسير وتخزين المعلومات التي يمكن استخدامها فيما بعد في اكثر من موضع».

واكد الفهد ان مشروع البطاقة الذكية هو جزء اساسي من اتفاقية العلاقات الخليجية – الخليجية التي وقعتها دول مجلس التعاون فيما بينها في فترة سابقة وتم خلالها اعتماد هذا النموذج الحالي للبطاقة الذي يتيح لمواطني مجلس التعاون الخليجي التنقل عبر اراضيه بسهولة من خلال هذه البطاقة الذكية.

واوضح الفهد ان انجاز مشروع البطاقة يمثل الخطوة الاولى نحو توجه الدولة الى المواطن الالكتروني لاحتواء البطاقة على ذاكرة كبيرة جدا يمكن استخدامها بشكل ايجابي خلال المرحلة المقبلة، لافتا الى ان البطاقة ستحوي البصمة الوراثية.. التوقيع الالكتروني بعد اعتماد قانونه من مجلس الامة.

واشار الفهد الى وجود عملية تنسيق تجريها الآن الهئية مع شركة «كي نت» لاستخدامها مستقبلا عبر «الكي نت» في دفع رسوم المعاملات الخدماتية، مضيفا ان الهيئة تقوم ايضا حاليا بإجراء اتصالات تنسيقية بينها وبين معظم وزارات الدولة من اجل الاستفادة من مزايا البطاقة الذكية، خصوصا بعدما اعطى سمو رئيس مجلس الوزراء توجيهاته للوزارات كافة باهمية التعاون مع مسؤولي الهيئة في اي معلومات يحتاجونها، مشيرا الى ان مسؤولي البطاقة ينسقون حاليا مع وزارة الصحة لوضع الملف الصحي للمراجع على الشريحة الذكية لاستخدامها في التعرف على ملفه الصحي اثناء مراجعته لأي مستشفى كويتي.

وشكر الفهد مسؤولي الهئية على جهودهم الحثيثة واصرارهم على اخراج البطاقة المدنية في حلتها الحالية المتطورة.

وكشف نائب رئيس مجلس الوزراء للشؤون الاقتصادية ووزير الدولة لشؤون التنمية ووزير الدولة لشؤون الاسكان ورئيس مجلس ادارة الهيئة العامة للمعلومات المدنية الشيخ أحمد الفهد أن وزير الداخلية الشيخ جابر الخالد سيحضر جلسة طرح الثقة المزمع انعقادها يوم الأربعاء القادم، مشيداً بأداء الوزير والمستجوبين قائلاً «الوزير أدى ما عليه والطرح كان راقياً من قبل الطرفين وكلنا ثقة أنه سيحظى بثقة الأعضاء علماً بأن الحكومة متضامنة مع الوزير».

وأشاد الفهد بالدور الذي تقوم به الهيئة العامة للمعلومات المدنية من خلال اصدار البطاقات المدنية، متابعة المعلومات، الاحصاءات و الخطة الخمسية وتنفيذ قرارات التعاون الى جانب البطاقة الذكية ووصف الهيئة بأنها بنك من المعلومات يوازي في أهميته البنك المركزي مشيراً الى أننا يجب أن نعمل على خطين متوازيين الأول يتمثل في دعم العاملين ووضع نظام التعاقد في الهيئات الحكومية المستقلة، أما الخطوة الثانية فهي اقرار الكادر.

وأشار الفهد الى أن الهيئة لديها من أجهزة التسليم الحديثة ما يكفي لتسليم 3000 بطاقة يومياً وجار العمل على رفع هذا العدد ليصل لـ 5000 بطاقة يومياً.

ووجه الفهد الشكر لرجال الاعلام على دورهم المميز ودعمهم للمشروعات التنموية.

واستطرد قائلاً نسعى جاهدين للتنسيق مع وزارتي العدل والداخلية لاستخدام البطاقة الذكية كبطاقة انتخابية، ان أمكن «في المستقبل القريب اذا سمح القانون بذلك، معرباً عن أمله في أن تنحصر كل معاملات المواطن في البطاقة الذكية مما يسهل كثير من العمليات الاجرائية ويحقق العديد من الأهداف، بحيث تصبح البطاقة أكثر من هوية تعريف وآلة خدماتية يستطيع المواطن من خلالها تسيير مهماته الداخلية وجواز سفر على مستوى دول مجلس التعاون».

وأعرب عن أمله في أن يتم التنسيق مع وزارة الصحة لتحميل الملف الصحي للمواطنين على البطاقة الذكية، موضحاً أن القائمين على البطاقة الذكية بالهيئة يقومون بالاتصال بكافة الأجهزة والجهات الحكومية باختلاف اتجاهاتها الخدمية للاستفادة القصوى من تطبيقات البطاقة وخصوصاً بعد موافقة مجلس الوزراء الموقر ومباركة سمو رئيس مجلس الوزراء وتوجيهاته المباشرة لمختلف الوزارات بضرورة التعاون مع الهيئة.

PACI launches smart ID cards

KUWAIT: The Public Authority for Civil Information (PACI) yesterday held an official launch event for smart ID cards at its headquarters in South Surra. Sheikh Ahmad Al-Fahah Al-Sabah the Deputy Prime Minister for Economic Affairs, State Minister for Development Affairs, State Minister for Housing Affairs and Chairman of the PACI, launched the ceremony by receiving his personal ID card produced by the newly introduced high-tech equipment. This was the first smart civil ID card to be received personally fr
om the PACI, and the fourth overall, with the first being His Highness the Amir’s, as well as the Crown Prince’s and the Prime Minister’s, all of which were dispatched by special courier.

As of today, citizens will be able to submit their application with the PACI for the new smart cards. “At present, 3,000 IDs can be issued per day, and we will work on increasing this number to 5,000 daily. The smart ID cards will be issued gradually to all citizens. Expats will receive them later,” Sheikh Ahmad Al-Fahad explained after receiving his own ID card.

The new smart cards have additional abilities, with each card containing an electronic chip carrying further personal data and information. “It is a substantial change in dealing with technology and the easy accessing of data and information. This ID was approved as a unified symbol. The new ID will include a personal photo, fingerprint and DNA data. The electronic chip placed on the smart ID will allow a lot of personal data to be saved,” he revealed.

Introducing the new smart ID cards will simplify government services and mean that official transactions can be more rapidly processed. “We are also working on ensuring that smart ID cards can replace credit card or be used to pay fees for different services in the public sector in the first phase. In the second phase we will work with the Ministry of Health to include each person’s health records on the ID card,” the minister went on.

The chip can carry a great deal of data, and the PACI will coordinate with various state bodies to benefit from it. “The PACI will also coordinate with the Ministry of Interior and the Ministry of Justice to use the smart ID cards as a voting ID card in the future. I hope this ID card will become a complete ID for to be used for all activities and services in Kuwait,” said Sheikh Fahad Al-Ahmad.

The minister concluded his speech by thanking all the bodies and individuals who worked on the smart ID card project for their efforts, which ensured that it was completed within a year. The smart ID cards will each be valid for five years, allowing holders to update their personal information periodically.
Priority in issuing the cards will be given to
1. Those whose ID cards have expired.
2. Newborn babies.
3. Those who have changed their personal details, such as addresses.
4. Those who have just attained citizenship.

The smart ID cards are extremely sensitive, so the PACI has emphasized that holders must protect them from scratching or other damage and not expose them to direct sunlight. The front of each card will include data in both English and Arabic, including the bearer’s name, civil ID number, nationality, sex, birth date and the card’s issue and expiry dates.

The back of each card, meanwhile, will list the civil ID number again, as well as the bearer’s blood type, detailed address, the ID card’s serial number, international MRZ data and an eight-digit electronic address number. The electronic chip will contain the same data, as well as the bearer’s e-mail address, phone number, fingerprint and other information.

The new smart ID cards can be used by citizens as personal ID for travelling between GCC countries instead of using a passport, as well as to obtain subsidized goods in coordination with the Ministry of Commerce. It can also be used for the bearer’s electronic signature in cooperation with the Central Authority for Information Technology, as an ‘e-purse’ with K-NET and for many other purposes.

علمت «الراي» أن العمل بالبطاقة الذكية سيدشن في مطلع يونيو المقبل على سبيل التجربة، وستصرف من أجهزة يجرى تركيبها في الهيئة العامة للمعلومات المدنية للمواطنين أولا، على أن تصرف للوافدين بعد عام من التجربة.
وقالت مصادر أمنية لـ «الراي» ان موعد صرف البطاقة يواكب قرار التنقل بالبطاقة الذكية بين دول مجلس التعاون الخليجي ومع الإجراءات الأمنية التي تتخذها دول المجلس للتنسيق في ضبط المطلوبين، لا سيما في قضايا الإرهاب.
وزادت المصادر أن الهيئة العامة للمعلومات المدنية سوف تزود مطار الكويت الدولي والمنافذ الحدودية البرية بقارئ آلي لقراءة بيانات البطاقات التي تحوي شريحة الكترونية تحمل معلومات كاملة عن حامل البطاقة من مثل بصمة شخصية ومعلومات عن شهادة الميلاد وبيانات رخصة القيادة، وسيتم من خلال البطاقة التعامل في إنجاز جميع المعاملات البنكية وسواها.

كتب عبدالله النجار والمحرر الأمني وأحمد الشمري: تأخر الهيئة للمعلومات المدنية في اصدار البطاقة الذكية أوقع الكويت في حرج في تنفيذ قرار مجلس التعاون الخليجي التنقل بين مواطنيها بالبطاقة، لا سيما ان دولا نفذت هذا المشروع.

وذكرت مصادر مسؤولة لـ «الوطن» ان «البطاقة الذكية هي البديلة عن البطاقة المدنية الحالية، ووزراء الداخلية وافقوا على تنقل المواطنين بها قبل عامين»، لافتة الى ان «عدم الاصدار يعود الى عدم اختيار الشركة المصنعة حتى الآن على الرغم من ان المعلومات والبيانات الخاصة بالمواطنين والمقيمين جاهزة ومخزنة بالاصل في اجهزة المعلومات الخاصة في الهيئة.. ما يعني انه ليس هناك شيء يعوق اختيار الشركة المصنعة».

وتابعت المصادر: «الامارات وعمان طبقتا المشروع، وكذلك دول خليجية اخرى ومن ضمنها الكويت.. لكن الكويتيين لا يستطيعون السفر برا بوساطة المدنية الحالية، لأن السعودية تشترط البطاقة الذكية التي اتفق عليها وأصدرتها الدول الخليجية»، مشيرة الى ان «السعودية أصدرت هذه البطاقة، بعكس الكويت».

وكانت الكويت اعلنت انها ستنفذ مشروع التنقل بالبطاقة الذكية في مطلع مارس 2009، اعتمادا على ما وعد به المسؤولون في هيئة المعلومات المدنية القياديين في وزارة الداخلية.

من جهة أخرى، في اجتماع مجلس الوزراء الاسبوع الماضي أقرت زيادة القضاة ووكلاء النيابة، أما ما يتعلق بأعضاء الفتوى والتشريع، ومحققي وزارة الداخلية وخبراء وزارة العدل والقضاة الوافدين.. فالأمر مؤجل بالنسبة لهم إلى أجل غير مسمى.. على حد تعبير مصدر وزاري معني بالموضوع.

وذكر المصدر: «لن نقر زيادات مالية على رواتب هذه الفئات.. على الأقل في الفترة المقبلة المنظورة.. فرواتبهم جيدة، ولا نعتقد أنهم بحاجة إلى زيادة».

وأضاف: «الأمر أحيل إلى جهات مختصة، لدرس الموضوع، وبحثه لاحقا».

Kuwaiti Public Authority Streamlines Services with New Single Sign-On Verification Gateway

Kuwait’s Public Authority for Civil Information (PACI) released a Web service developed on the Microsoft .NET Framework using Microsoft Visual Studio .NET. The new service, called ePin.Net, enables government departments and private organisations to securely verify the identity of citizens and customers online without having to create their own identity stores. The highly secure solution was developed in record time and promises to exponentially reduce the cost of identifying users as more public and private organisations adopt this service. It also improves citizen, resident and business experience by enabling a single unified verification process to start e-government or e-business online transactions.
Situation

Each of Kuwait’s 3 million citizens, residents and businesses is issued a civil identity card which is used in a vast array of official administrative tasks; from applying for passports, opening a bank account, hospital admittance, registering in schools, registering a commercial business, voting for parliament candidates to setting up telephone lines and paying parking fines. This identity card contains a range of information such as a citizen’s full name, date of birth, local address, blood group, sponsor, and telephone number. The Civil Identity card contains a unique number that remains unchanged, even if foreign nationals leave the country and return many years later.

This card, which is issued by the Public Authority for Civil Information (PACI), makes it much easier for the Kuwaiti government to administer its services by authenticating all citizens to access a range of government services including Ministry of Education, Public Institute for Social Security, among others. In addition, it enables private sector organizations, such as banks, to verify the identity of customers, cut down on administrative tasks and eliminate fraudulent transactions.

PACI uses the latest technologies to issue Civil ID cards and to provide identity information to individuals and organizations. The authority has created self service card dispensers where citizens can pay for and collect new cards. There is also a telephone line that enables citizens and businesses to track the progress of their card applications.

With the worldwide move towards delivering government services online, PACI began looking for ways to verify civil identity information via a Unified Single Sign on Verification Gateway service to serve all public and private sectors. In doing this, it provides an easy way to integrate all organizations to allow verification of a citizen’s identity online across the full spectrum of government departments. PACI also wanted to make identity information available to authorized private sector organizations such as banks and telecommunications providers.

With identity information stored in a central location, the challenge was to be able to access effectively from any government department or commercial organization.
One approach to this problem would be to build a government-wide network, but this was found to be slow, costly and inflexible when it came to adding new departments.

Instead, the authority needed to create a Web-based verification gateway to the information which would provide secure access for any number of departments or users via a simple browser interface.

PACI also needed to establish the same level of trust with the online identification system that it has established with its physical ID cards. That means government organizations, private companies and citizens needed to be sure that the system would be absolutely secure at all times.
Solution

In the year 2000, PACI used Microsoft technologies to build a Web site where citizens and businesses could access identity information online. This helps both public and private sector organizations validate and conduct all kinds of transactions securely, from bank withdrawals to tax payments. To increase the flexibility of the identification solution, PACI also decided to provide access to identity information using a Web service called ePin.NET.

ePin.NET enables individuals, private and public sector organizations to verify identity information from PACI from a range of public and private sector Web sites. For example, a bank might have a specific section of its Web site for opening new accounts. When customers apply for new accounts online, the bank’s systems can now call on the PACI systems via ePin.NET to verify the identity of the applicant. The Web service was developed using the Microsoft® .NET Framework and Microsoft Visual Studio® .NET development tool. It is protected by secure socket layer (SSL) encryption technology and secure algorithms. It is also protected by Microsoft Internet Security and Acceleration (ISA) Server, which authorizes users whose identities are defined in PACI’s Civil Information Data Bank. The e-Pin solution is supported by the Microsoft Windows® 2003 Server Enterprise Edition operating system and Microsoft SQL Server™ 2000 Enterprise Edition.

To ensure the tightest possible security for the new system, Microsoft Consulting Services (MCS) personnel and Microsoft consultants from Microsoft Corp. HQ Redmond in the USA offered consultation and support with the implementation. Engineers from Microsoft Kuwait were also involved.

To date, the PACI e-Pin.NET Web service has been adopted by Kuwait’s Ministry of Education, Public Institution for Social Security, among others. These organizations interact with more than 1 million people out of a 3 million population.

The Web service maximizes the value of legacy technologies by enabling organizations to access data at PACI with no upgrades or architecture redesigns. It also has the capacity to integrate diverse systems and applications without expensive hard coding, irrespective of the platforms they run on.

In Kuwait, the Government national IT committee decides the strategic direction for the use of IT in government. This group has declared the ePin.NET Unified Verification Gateway as the certification standard for all government services in the future.
Benefits

Rapid Development Times
The Microsoft .NET Framework enables programmers to develop XML Web services and bring them to market rapidly. In the case of the PACI application, code written for the existing ASP page could be replicated and rendered as a .NET Web service, saving time and money.

Visual Studio .NET enabled MCS developers to target pre-built code elements in the class libraries of the .NET Framework. It also helped them check and compile code quickly and easily, ensuring excellent productivity and rapid development times.

Mohamed Al-Tura, Public Sector Manager, Microsoft Kuwait, says: “Because we were developing the Web service using the Microsoft .NET Framework and Visual Studio .NET, MCS were able to meet PACI’s requirements in less than 3 months. The result is a service that enables other government departments and authorized private sector organizations to build the identification verification process into their own business processes quickly and securely with no custom coding whatsoever. Because they don’t have to waste time reinventing the wheel, the time savings we have seen so far are only the tip of the iceberg. This facilitates an infrastructure for healthy economical growth for the State of Kuwait”

Enhanced Citizen Experience
The PACI ePin .Net service enhances the experience of customers accessing government and private sector services online. Whether they wish to apply for a driving license, set up an account with a telecommunications provider, or pay a parking fine they can prove their identity and exact transactions quickly and easily.
Mr. Mansour Al-Methen, IT Director, PACI, says: “To date, The Ministry of Education, and the Public Institute for Social Security among others are the first subscribers to use ePin.NET. PACI is also negotiating agreements with banks within Kuwait and oil companies. As more and more departments and businesses adopt the service, it will become increasingly easy and convenient for citizens to perform administrative tasks online. This ease of use promises to drive the development of successful online services in the years to come.”

Highly secured availability and efficiency 24/7
Because ePin.NET now provides a single point of access to verify identification information, PACI can maintain and manage its data centrally.

Al-Methen says: “We can now ensure that data relating to citizen identification is consistent and easy to manage. Whereas different agencies were collecting information and updating disparate systems, we can be certain that PACI’s information is accurate and up to date at all times. The financial savings this will bring us are considerable.”

Integration with Smart Card Technology
In the future, PACI plans to use this single source of information to connect online identity information with the traditional identity card. It will do this by fitting cards with smart-card technology, enabling citizens to carry out secure transactions from kiosks and other public devices.

Mr. Musaed Al-Asousi, General Director, PACI says: “We will ultimately integrate our traditional identity cards with the online system. Microsoft uses smart cards in its own organization and is ideally positioned to help us implement this technology ourselves, and bring a new set of benefits to the citizens we serve.”

A Platform for the Future
Because the identity service is available as a Web service, it can be accessed quickly and easily by a growing number of authorised organisations and individuals. This flexibility ensures that the scope of the project can be increased quickly and easily.

In addition, internal infrastructure such as applications and databases can be upgraded without impacting on the identity service.

Al-Asousi says: “Using .NET technologies, we have been important contributor to the success of Kuwait e-government investments as we able to connect our database with external private and public sector partners, irrespective of the technology platforms they are using. As technology continues to evolve, we will be able to deliver the service seamlessly without any requirement for expensive, time consuming recoding projects. All this means that we will be agile enough to deliver the best possible identification services, whatever the future holds.”

Knet organized a ‘Smart Card Workshop’ that was held over four
days at the Holiday Inn Downtown and conducted by Aconite.
Jenan Al-Shatti, Unit Head for the E-Government Project, related on
the importance of this workshop; “The training undertook to explain
in some detail what the smart card is, what its uses are, the need for it
in Kuwait, and how it could be used as a form of payment. The
advantages were discussed, after which the different organizations
collaborated to set the specifications particular to Kuwait.
The Government of Kuwait plans to replace the present civil ID card
with a similar card carrying a chip, which will be, in effect, a smart
card. This card can be used to effect payments for some government
issues, and this payment will be routed through Knet. For this reason, teams from Knet, PACI, the Central
Agency for Information Technology and the Ministry of Finance got together at this workshop in a joint effort.
The attendees were Abdulla Al-Ajmi, Haifa Al-Ali, Mohammed Al-Sarraf, Ghadna’a Zeraie, Jenan Al-Shatti,
Ruqayya Al-Mehri, Hussam Al-Dulaimi and Shrouq Al-Omaim from Knet; Fahad Al-Mutawa and

كونا ــ أعلن المدير العام للهيئة العامة للمعلومات المدنية مساعد العسعوسي أمس عن توقيع عقد لتوريد بطاقات ومستلزمات اصدار البطاقة الذكية التي ستستخدم لتنقل المواطنين بين دول المجلس.
واضاف العسعوسي لـ«كونا» ان الكويت تعتبر الدولة الأكثر التزاما بالمقاييس التي تم وضعها من خلال الاجتماعات التنسيقية بين الدول الأعضاء لوضع الدليل الموحد لمواصفات البطاقة.
واشار الى انه تم الاتفاق على الحد الأدنى من التطبيقات المشتركة بين الدول الأعضاء، وكذلك استخدامها للمرور عبر البوابات الالكترونية التي ستوضع في مطارات ومنافذ الدول الأعضاء لتسهيل الاجراءات لمواطني المجلس.
واوضح انه يمكن لكل دولة ان تستخدم البطاقة لتطبيقات أخرى وفق احتياجاتها بما يدعم مشاريع الحكومة الالكترونية ويمهد للتحول الى التعاملات الالكترونية عبر الانترنت أو الوسائل التقنية الأخرى.
وقال ان البطاقة الذكية تتميز باحتوائها على شريحة الكترونية تمكنها من تخزين البيانات والتطبيقات لأغراض متعددة، مشيرا الى ان اصدار البطاقة الذكية جاء تنفيذا لتوجيهات ملوك ورؤساء دول مجلس التعاون الخليجي.
واضاف ان مدة العقد ثلاثة اشهر وان الهيئة بدأت بوضع خطة متكاملة ومبرمجة زمنيا لتنفيذ المشروع، حيث ستستبدل البطاقة المدنية الحالية بالبطاقة الجديدة بالتدريج منعا للتزاحم وفق خطة ستعلن لاحقا.
وأوضح ان غير الكويتيين ستصدر لهم بطاقة بلاستيكية من دون شريحة الكترونية وسيكون التصميم موحدا لكلا النوعين من البطاقات، ولكن بلون مختلف لكل منهما وذلك بناء على موافقة مجلس الوزراء ولفترة مؤقتة.

What is PIN and Password?

A PIN (Personal Identification Number) is a 4 digit number used to authenticate a PIN holder with a valid Civil-Id number.

- Any citizen who is resident in Kuwait and is over 18 years of age is entitled to a PIN.

- An 8 character alpha/numeric password is issued with every PIN, to enable the PIN holder to activate or change the PIN number.

What does PIN authentication mean?

PIN Authentication is an electronic process enables a Civil-Id holder to have the facility to use online information from a Private or Governmental Organization via the Internet.

The PIN will be authenticated against the PIN holder’s Civil-Id Number, if the authentication is successful, the individual will be granted access to the information.

The combination of PIN, Password and Civil-Id Number give the individual single point access from the Internet to several Government Ministries and Public Authority applications.

How do I get my PIN?

The PIN is obtained by visiting the PACI offices in South Surra.

By presenting a valid Civil-Id card a PACI representative will process the request and issue a computer generated PIN and PASSWORD..

This will be delivered in a sealed envelope and should not be viewed by anyone other than the owner.

give you service where you can check all your family civil id and when one them will expires even if you have maid on your civil id it will show up like the following:

Link is not working but i heard from the radio that the manager of PACI said that they will work it out with MOE .

And Also they are looking forward to make their service work with MOI
Because i also saw that giving passwords for public to access some service for “Preventing travel Inquiry” using :

I think that it is better to use SSI (Single Sign On) using PACI system.
